Difference between having an opinion and being outspoken?

Is there a difference between having an opinion and being outspoken? I am having a conversation with a person on a forum about this and the side that I am taking is that there is a difference between having an opinion about certain things and having certain things that you are pionate about and then there are people who just always have an opinion. Like, there are people who are always quick to give unsolicited advice and opinons about everything, including things that are in no way their business.
