How bad does a "snug" piercing hurt compared to a belly on?

My snug was the most painful I've had out of 20+ piercings. My navel didn't hurt at all. My snug also gave me a long list of problems and rejected after over a year and a half. But everyone's pain tolerance and piercing experience is going to be different.
