How can cigarettes be made without releasing harmful substances into the air?

could you supply me with some ideas? if you can also tell me what kind of eco friendly ingredients can i add into the cigarette to make it environment friendlier? thnks .. also could you turn bamboo/hemp/or cornstarch into a cigarette tube?
