Whelping complications continued.....?

Dark green discharge can be normal for a day or two after parturition. It doesn't sound like she is extremely sick. You may want to try feeding her some puppy food to see if she will eat. I would keep an eye on her. Keep trying to reach your local vet to ask their opinion. If her temperature is over 102.5 I would be a little more worried.
