Wow, what a great idea from Bruno Cullen, everyone, you must read this and give your thoughts?

Ok here is his idea, clubs who develop their players receive "discounts" on the salary cap, after 5 years at the one club, they receive 10% discount on the salary cap, 6 years, 20%, 7 years, 30% and so on up to the 9th year and onwards they get 50% off the salary cap, so to use cooper cronk as an example, he was developed by the storm, playing for their feeder club, the norths devils in the QLD cup in 2003, he then made his NRL debut in 2004, so this is his 7th year with the storm, so only $160,000 would be added to the salary cap, now Cullen's idea for these "discounts" is cooper cronk lets say he is on $200,000 per season, in his 5th year, only $180,000 is written/recorded on the cap(10% discount), in his 6th year, only $160,000 is recorded(20% discount), 7th, $140,000 (30% discount), 8th, $120,000 (40% discount) and 9th year and however many beyond only $100,000 (50% discount)s recorded in the books, so the club is rewarded for producing their own juniors and they get these "discounts", personally, i think that idea is Absolutely brillliiiiannnttt, your thoughts?
